I can’t find the exact timestamp, but in this video, my point is proven. According to the video, Cooler from Dragon Ball GT grabs Goku during his Instant Transmission. An Instant Transmission is, well, instantaneous. There is no time difference when the user teleports and arrives at their destination. Cooler grabbed Goku in an instant, proving that Cooler possesses an immeasurable speed surpassing even time itself. In the movie, 'SSJ Goku vs Meta Cooler,' Cooler outpaces time, but the question is, how do Goku, and especially Omega Shenron, compare to Cooler?

Omega Shenron's lack of other feats prevents him from being considered the ultimate villain. Goku Black and Future Zamasu together or even individually would easily overpower Omega Shenron. Additionally, Merged Zamasu, Golden Frieza, and Moro would also pose significant threats to Omega Shenron in any 1v1 scenario. Therefore, while Omega Shenron is undoubtedly a terrifying villain, he lacks the comprehensive strength required to be the absolute peak in the Dragon Ball Super Genesis power rankings.
