For example, Cadian Kaskrin are only selected for training as Kaskrin after roughly 20 years of actual front line combat experience. These are troops that are selected in large part because they’re career military who are both very lucky and very good at what they do even before the additional training, limited genetic enhancements, and equipment elevation to Kaskrin gives them. They are also incredibly versatile, having above average stats for both melee and ranged weaponry, are very fast for imperial infantry, and stats wise, would literally kick the ass of most of their functionality equivalents even in other regiments.

Tempestous Scions, on the other hand, are literally made from wealthy orphans who couldn’t cut it as commissars. They tend to be relatively young and inexperienced when deployed, often held back from most combat specifically to keep them for specific very narrowly defined missions. Additionally, many of their own troops hate them because they often get in over their heads and have to be rescued by dumb common soldiers.

These units are typically fairly small and short on experience. They are also pretty much an all-officer branch and they are not usually trained for long-term fighting, occupation, maintenance of their own equipment, etc. To put this into perspective, many Imperial stormtroopers are part of long-term dedicated garrisons, are literally an occupying army, often receive training in a wide variety of specialty weapons and gear, can maintain it, and tend to amass significant combat experience in a wide variety of situations. They usually keep vehicles and heavy equipment organic to the unit, so it's always available if needed. They are also constantly being reinforced with new troopers, tend to have a lot of experienced non-commissioned officers in their ranks, and have larger, better-organized squad sizes. A typical stormtrooper company is about 100 troopers divided into squads of 5 men with an experienced non-commissioned officer usually leading each squad and reporting to a lieutenant directly, who technically has command over those 100 men but is largely there to monitor transmissions and coordinate movements in support of other units.

So, just in terms of relative unit size, experience coordination, and relevant skills for long-term survival, I’d give it to the stormtroopers. The strength of the Imperial stormtroopers lies in their large numbers, disciplined training, and extensive experience in a wide variety of combat situations.
