Unless J.K. Rowling has come out with something about Regulus since she finished the books that I'm unaware of, Regulus isn't a real character. We know too little about him. The books tell us that he was the Black family's youngest son, a Slytherin, a Death Eater, and he died trying to stop Voldemort. That's all. We know nothing about any other actions or anything about his personality. The way Sirius talked about him the one brief time suggests he loved his brother dearly but wasn't close to him.

Basically, we can't say if Regulus was a jerk at all, let alone how much of one. Therefore, this is an impossible question to answer definitively.
